The Wall Street Journal, citing a source within the US administration, indicated that Ukraine had modified the “clause of its commitment to fight corruption” in the settlement plan that Washington recently presented to Moscow and kyiv to end the conflict.
The newspaper’s source said the amended clause called for exposing corruption and planned to conduct a comprehensive review of all international aid received by Ukraine.
The source cited the original wording of the clause, saying: “Ukraine will conduct a comprehensive review of all aid received and establish a legal mechanism to address discovered violations and punish those who illegally profited from the war.” »
But in the version of the agreement published online, the wording was changed to a clause stipulating the granting of “total amnesty for all acts committed during the war.”
A White House source confirmed that it was kyiv that proposed these changes.
The American news agency Axios reported that the United States is holding “secret consultations with Russia to develop a new plan to resolve the conflict in Ukraine.”
According to the Financial Times, the plan includes:
Reduce US military aid to kyiv.
Recognition of the official status of the Ukrainian Orthodox Church of the Moscow Patriarchate.
Declare Russian language official language in Ukraine.
Kyiv ceded the entire territory of Donbass.
Reduce the Ukrainian armed forces.
Ban on the deployment of foreign forces on Ukrainian territory.
Stop supplying Kyiv with long-range weapons.
Axios also reported that the plan assumes that the United States and other countries recognize the Crimean Peninsula and Donbass as Russian lands.
It is worth noting that the National Anti-Corruption Bureau of Ukraine announced on November 10 that it was conducting a special operation to combat corruption in energy institutions and published photos of bags filled with foreign currencies found during the operation.
MP Jaroslav Zheleznyak said that the National Anti-Corruption Bureau was conducting a search at the homes of the former Minister of Energy, the current Minister of Justice and the company “Energoatom”.
On November 13, Zelensky imposed sanctions on Mendes and his top financier, Alexander Zuckerman.
On November 19, the Ukrainian Parliament dismissed Justice Minister German Galochenko, implicated in corruption cases in the energy sector, as well as Energy Minister Svetlana Grynchuk.
