Text of the declaration

(Indeed, God commands justice and goodness. (An-Nahl: 90)
In light of the challenges facing the justice system in Yemen and the continued difficult conditions affecting the functioning of the judicial institution, it has become necessary to work seriously to assess the situation and correct the situation in order to strengthen confidence in the justice system as a fundamental pillar of justice and equality.

In recent years, the Yemeni justice system has faced great challenges, the most important of which were administrative changes aimed at confronting manifestations of failure and improving the conditions of judges. Despite the aspirations of judges and the people for a new phase of reform and transparency with the appointment of the current Supreme Judicial Council, the results have not lived up to the ambitions. On the contrary, the current stage has been marked by additional complications. The most important of these challenges is the continued deterioration of the living conditions of judges, as well as the weakness of the fair representation of Taiz Governorate in employment and leadership positions, ignoring the rights of its people, in addition to the issuance of administrative decisions against the Judges Club and its leaders, which hinders the work of the Union and affects the stability of the judicial institution, as well as the persistent challenges related to the rehabilitation of the judicial infrastructure in the liberated governorates, especially in the Taiz governorate. Based on the above, the Yemeni Judges Club – Taiz Branch formulates its demands before the Supreme Judicial Council and before the Presidential Council. The most important of these demands are:

First: correct the course of judicial administration and guarantee the transparency of all administrative and financial decisions.

Second: commitment to the announced reforms and strengthening trust between the Council and the judges.

Third: establish urgent solutions for the salary, at least at its purchase value in 2014 AD, at a minimum, so as to guarantee a decent living for judges and their families.

Fourth: Fair representation in the Judicial Council, the Higher Judicial Institute and leadership positions in all other judicial bodies.

Fifth: Return all allocations to the Yemeni Judges Club and the rights of its leaders, put an end to any arbitrary measures against the acting president of the club and resolve any dispute within the Judicial Chamber in a spirit based on fraternity and tolerance, prioritizing the best interest to eliminate all other interests and guaranteeing the right of judges to express their opinion in a manner that does not violate the principle of neutrality and judicial ethics.

Sixth: Accelerate efforts to rehabilitate the judicial infrastructure in Taiz Governorate.

Seventh: Promote transparency and equal privileges among all judges without discrimination.

Eighth: Render a decision on liquidations and promotions, including judges whose names were omitted in the decision issued in 2019 AD, including those who submitted grievances that have not yet been decided.

Ninth: Late payment of annual bonuses since 2014 and health insurance allowance for judges and administrators.

In conclusion, the Taiz Governorate Judges Club calls on all judges to join forces to defend legitimate rights and work to reform the judicial institution so as to strengthen justice and the rule of law.
