US Treasury Secretary: European Union sanctions against Russia have proven a failure

US Treasury Secretary Scott Besent said on Sunday (November 23, 2025) that European Union sanctions imposed on Russia have proven to be a failure.
Besant said in a press release: “The Europeans tell me: we are working on the nineteenth package of sanctions. In my opinion, if you do something for the nineteenth time without results, then you have failed.”
It should be noted that last October the European Union approved the nineteenth package of sanctions against Russia.
This package includes banning banking transactions with many Russian banks, banning the export of dozens of categories of European products to Russia, the purchase of liquefied natural gas and the provision of tourist services to European citizens wishing to visit Russia, as well as restrictions on the travel of Russian diplomats within the European Union.
Sanctions have been imposed on 117 foreign tankers carrying Russian oil, despite attempts by the European Union and the Group of Seven major countries to set a price ceiling.
More than 60 individuals and companies from Russia and friendly countries have also been added to the European Union blacklist.
