“Document”… Presidential Council approves Al-Zubaidi’s decisions and orders government to implement them

The Presidential Council approved decisions that were previously made unilaterally by Council member and Chairman of the Southern Transitional Council, Aidaroos Al-Zubaidi.

In a memorandum sent by the Director of the Office of the Presidency of the Republic, Yahya Al-Shuaibi, to Prime Minister, Salem Ben Brik, on November 4, 2025, he informed him of the approval of the Governing Council to adopt fourteen appointment decisions.

Thus, the Governing Council approved all decisions made by Al-Zubaidi on the civilian side.

These decisions sparked a crisis within the Council, before it returned to meet in Riyadh and formed a committee to review Council decisions issued since 2022, including Al-Zubaidi’s decisions.

The adoption of Al-Zubaidi’s decisions and their official publication reveal that the crisis it created within the Council is linked to quotas for public functions, far from the legal conditions for fulfilling them, which reflects the fragility of the Council, which has come to rule the country through quotas.

The decisions were approved without revealing the report of the committee responsible for reviewing them, or the extent to which these decisions violate the laws.

The adoption of these decisions involves the implementation of the last Council decision rendered last November.

Observers believe that what happened indicates that the implementation of the Council’s decision on economic reforms may not see the light of day, especially in light of the central revenue crises in the governorates that have erupted since its publication between the government and local authorities, in addition to the closure of some ports that operate illegally in the governorates of Lahj, Shabwa, Hadhramaut and Al-Mahra.
